California veterans considering a VA home loan in 2026 often ask the same question: Is there a VA loan limit in California? The short answer is that for veterans with full VA entitlement, there is no VA loan limit in California — or anywhere in the United States. The VA eliminated county-level loan limits for full-entitlement borrowers with the Blue Water Navy Vietnam Veterans Act of 2020. However, the conforming loan limit still matters for borrowers with partial or reduced entitlement, and California’s high home prices make understanding the rules critical.

VA Loan Limits in California 2026: What Changed

Before January 1, 2020, the VA enforced county-level loan limits that matched the Federal Housing Finance Agency (FHFA) conforming loan limits. In high-cost California counties, a veteran with full entitlement could borrow up to the county limit with zero down — beyond that amount required a down payment. The Blue Water Navy Act eliminated this restriction for veterans with full entitlement.

Today, a veteran with full VA entitlement can purchase a $2 million home in San Francisco, a $3 million estate in Marin County, or a $5 million beachfront property in Laguna Beach — with zero down payment, if their income and credit qualify. The VA does not impose a ceiling. The lender’s approval is the only limit.

2026 California Conforming Loan Limits by County

While VA loans for full-entitlement veterans have no loan limit, the FHFA conforming loan limit remains important for veterans with reduced entitlement and for understanding how lenders price VA loans. For 2026, California county limits include:

  • San Francisco County: $1,249,125
  • Marin County: $1,249,125
  • San Mateo County: $1,249,125
  • Alameda County: $1,209,750
  • Contra Costa County: $1,209,750
  • Santa Clara County: $1,209,750
  • Los Angeles County: $1,209,750
  • Orange County: $1,209,750
  • Napa County: $1,017,750
  • Sonoma County: $977,500
  • San Diego County: visit fhfa.gov for current 2026 limit
  • Ventura County: visit fhfa.gov for current 2026 limit
  • Sacramento County: $832,750
  • Riverside County: $832,750
  • San Bernardino County: $832,750
  • Fresno County: $832,750

Full Entitlement vs. Reduced Entitlement

Understanding your entitlement is the key to knowing whether a loan limit applies to you.

Full entitlement means you have never used a VA loan, or you have used one and either (a) sold the home and paid off the VA loan in full, or (b) had your entitlement restored via a one-time restoration. Full-entitlement veterans have no loan limit and no required down payment regardless of purchase price.

Reduced (bonus) entitlement applies if you have an active VA loan and want to purchase a second property with remaining entitlement, or if you had a VA loan foreclosure that reduced your entitlement. In these cases, the county conforming limit becomes relevant. The formula for any required down payment on a reduced-entitlement VA loan is: down payment = 25% × (purchase price − county limit).

Example: A veteran in Los Angeles with reduced entitlement wants to buy a $1,500,000 home. County limit is $1,209,750. Required down payment = 25% × ($1,500,000 − $1,209,750) = 25% × $290,250 = $72,563. Still a fraction of the conventional 20% ($300,000).

VA Jumbo Loans in California

A “VA jumbo loan” is simply a VA loan above the conforming loan limit. For full-entitlement veterans, this is just a standard VA loan — no special jumbo designation required. Lenders may apply slightly stricter credit standards for loans above $1.5 million, and interest rates can be marginally higher, but the zero-down, no-PMI benefits apply in full.

For California veterans purchasing in high-cost markets like the Bay Area, Silicon Valley, Los Angeles, and San Diego, the VA jumbo loan is often the single most powerful mortgage tool available.

VA Funding Fee 2026

With no loan limit, the VA funding fee scales with the loan amount. For a first-time VA user with no down payment in 2026, the funding fee is 2.15% of the loan amount. For subsequent use, 3.3%. Veterans with a service-connected disability rating of 10% or higher pay zero funding fee — regardless of loan size. On a $2 million VA loan for a first-time user, the 2.15% funding fee is $43,000 — still far less than the $400,000 conventional down payment the loan eliminates.

Frequently Asked Questions

Is there a maximum VA loan amount in California?

No, for veterans with full entitlement. The VA eliminated county-level loan limits in 2020. Your maximum loan is whatever a lender will approve based on your income, credit, and assets.

What is the VA loan limit for a veteran with partial entitlement?

For veterans with reduced entitlement, the relevant limit is the county conforming loan limit. Most California high-cost counties range from $832,750 (baseline) to $1,249,125 (SF/Marin/San Mateo) for 2026. Any purchase above the county limit requires a down payment of 25% of the excess.

Can I get a VA loan for $2 million in California?

Yes, with full entitlement and lender approval. VA loans above the conforming limit are VA jumbo loans, and full-entitlement veterans can access them with zero down payment and no PMI. Income, credit, and asset documentation requirements are more stringent for large loan amounts.
